About this opportunity

The City of Pasadena is seeking a qualified contractor to perform a comprehensive seismic retrofit and minor ADA improvements to the Public Works Administration Building located at 233 W. Mountain Street. The project scope includes critical structural enhancements such as removing interior finishes to expose wall connections, installing additional anchor bolts to tie roof and floor diaphragms to wall panels, reinforcing diaphragm ties and boundary elements, and providing seismic bracing for rooftop HVAC components. Architectural renovations will target the 2nd floor kitchen, 1st floor breakroom, and parking lot, with additional work involving temporary staff workstation relocation and construction scheduled outside normal business hours. Bidders must possess a Class A or B contractors license and will be evaluated based on responsiveness, responsibility, and ability to meet project requirements. The bid was released on November 2, 2023, with a mandatory pre-bid meeting held on November 9, 2023, and bids are due by 2:00 pm on November 30, 2023. The project is funded through Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) and American Rescue Plan Act (ARPA) funds, with a contract duration of 120 working days.

The procurement includes several set-aside and participation requirements targeting small, minority, and women-owned businesses. Contractors must demonstrate a "Good Faith" effort to include Small Business Enterprises (SBE), Minority Business Enterprises (MBE), and Women Business Enterprises (WBE) by following specific affirmative steps, such as dividing work into smaller tasks to maximize participation and utilizing resources like the Small Business Administration. Federal contract provisions mandate that contractors allocate 25% of labor hours to Section 3 workers and 5% to targeted Section 3 workers, with potential penalties for non-compliance including contract termination and financial sanctions. While no specific incumbent vendor is mentioned, the project requires strict adherence to federal procurement guidelines, prevailing wage standards, and comprehensive documentation. Though an exact budget is not specified, the project involves retrofitting a 44,560 square foot, three-story building with approximately 20,000 square feet of retrofit work, suggesting a significant capital investment. Contractors must also provide a bid bond of 5% of the total bid price and demonstrate financial stability and relevant experience in similar public works construction projects.
