About this file

This document is a comprehensive Project Manual for the Seismic Retrofit and ADA Upgrade of the Pasadena Public Works Building, prepared by IDS Group, Inc. for the City of Pasadena. The project involves a voluntary seismic retrofit of a concrete tilt-up panel building with wood diaphragms, located at 233 W. Mountain St., Pasadena, California. The scope includes selective demolition and replacement of ceilings and roofing, ADA upgrades to the 1st and 2nd floors such as replacing non-compliant millwork in the breakroom and kitchen, updating drinking fountains, re-striping accessible parking stalls, and upgrading the path of travel from parking to the building. The project will be constructed under a single prime contract, with work primarily scheduled during non-business hours from 6:00 PM to 5:30 AM, Monday through Friday.

The project is funded through federal sources, specifically the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP) and American Rescue Plan Act (ARPA) funds. The contractor will be required to comply with specific reporting procedures outlined by the granting agencies and coordinate activities with the City's Representative to minimize disruption to ongoing operations. The project manual includes detailed technical specifications across multiple divisions, covering everything from general requirements and existing conditions to specific installation procedures for structural, architectural, and mechanical components. Contractors will need to provide comprehensive documentation, including construction checklists, test reports, and compliance with various quality assurance and safety standards throughout the project's execution.
