About this opportunity
The Texas Workforce Commission is requesting proposals for armed commissioned security guard services at multiple TWC facilities throughout Texas under RFP 3202700009, with proposals due September 3, 2026, at 10:00 AM Central Time. A mandatory VetHUB Subcontracting Plan with a 6.50% veteran business subcontracting goal is required — all respondents must submit a completed plan or face rejection, and monthly Progress Assessment Reports are mandatory for the contract duration. Questions are due August 7, 2026, at 5:00 PM Central Time.
The scope covers stationed security guards, roving guards, supervisory personnel, and emergency response capabilities at facilities in Austin (five locations including Guadalupe Building, Main Building, Annex Building, Trinity Building, and Criss Cole Rehabilitation Center), Fort Worth (North Texas Tele Center), McAllen (South Texas Tele Center), and El Paso (West Texas Tele Center). Staffing requirements and duty hours vary by location. Guards must wear consistent company uniforms and maintain professional appearance standards. Successful respondents must maintain a business office within Texas and provide continuous coverage, including marked vehicles for roving guards at no additional cost.
Minimum qualifications require three years in business or principals with five years of ownership or executive management experience in armed commissioned security; current Texas Class B or Class C Private Security Services Contractor license; financial solvency and adequate capitalization; and armed, commissioned security guards certified in weapons handling and trained at a Texas Board of Private Investigators and Private Security Agencies-certified Security Officers Commission School.
Evaluation weighs Qualifications, Experience and Past Performance at 20%; Demonstrated Ability to Perform Services at 40%; and Cost/Price at 40%. Respondents must submit signed execution forms, financial questionnaires, cost responses, narrative proposals with executive summaries, references and past-contract documentation, completed VetHUB Subcontracting Plans, and signed addenda pages. Contract award is anticipated October 2026. Prices must remain firm throughout the contract term unless adjustment is permitted per contract terms. No off-shift or overtime rates will be paid.
