About this file
This is a HUB Subcontracting Plan presentation document from the Texas Workforce Commission (TWC) covering requirements for vendors bidding on Security Guard Services. The presentation, delivered at a pre-bid conference, outlines mandatory subcontracting plan submission requirements for all bidders. The Subcontracting Plan is a pass/fail evaluation element, meaning bidders who fail to submit a completed plan will be rejected from consideration. A courtesy review deadline for the Subcontracting Plan was established for Monday, August 3, 2026, at 5:00 p.m. CST, and all bidders must submit their completed Subcontracting Plans with their bids.
The TWC has established a Veteran HUB (VetHUB) subcontracting goal of 6.50 percent for all other services contracts. Bidders must identify subcontracting opportunities and notify at least two active, certified Texas VetHUB vendors for each service or goods to be subcontracted, with notification provided at least seven days prior to bid submission. Supporting documentation of good faith notification efforts must be included with the bid. VetHUB vendors must maintain active (A) certification status on the solicitation due date; expired certifications result in Subcontracting Plan rejection. If awarded the contract, the prime contractor must submit monthly Progress Assessment Reports (PAR) to TWC HUB before the fifth of each month as a condition of payment. Any modifications to the Subcontracting Plan after award require prior written approval from the TWC HUB department; failure to comply constitutes a breach of contract and may result in debarment from all state contracting. Contact information for HUB-related questions is Patricia Campos or Sonya Thulin at TWCHUBinfo@twc.texas.gov.

KEY NOTES - HUB SUBCONTRACTING PLAN (SP)
* SUBCONTRACTING PLAN (SP) COURTESY REVIEW DEADLINE IS MONDAY, AUGUST 3, 2026, 5:00 P.M CST. HIGHLY
ENCOURAGED IF THERE ARE ANY QUESTIONS.
* TWC SUBCONTRACTING GOAL IS 6.50% FOR ALL OTHER SERVICES CONTRACTS
* ALL BIDDERS MUST SUBMIT AN SP WITH THEIR BID
* IT IS A PASS/FAIL ELEMENT, A BIDDER THAT DOES NOT INCLUDE AN SP WILL BE REJECTED
AND WILL NOT BE EVALUATED.
* IT’S A WIN-WIN! FOR THE AGENCY, THE PRIME VENDOR AND THE VETHUB VENDORS
TO MEET OR EXCEED THE SET GOAL
Presenter Notes Presentation Notes HSP courtesy review deadline is August 03, 2026, CDT. Please contact TWC HUB for HSP related questions.
TWC recognizes Veteran HUB vendors in meeting our subcontracting goal.
TWC HUB strongly encourages prime vendors to meet or exceed TWC VETHUB subcontracting goal of 6.25 % for all other services contracts and subcontract with VETHUB vendors, when applicable.
All Bidders must submit a completed Subcontracting Plan (SP) with their bid, when an agency had identified the possibility of subcontracting.
Subcontracting Plan is a pass/fail element and if a bidder does not include an SP or a completed SP your bid will be rejected and will not be evaluated.
This will be a win-win for the agency, prime vendor, and VETHUB subcontractors. To meet or exceed the TWC goal.
