About this opportunity

Volusia County is soliciting bids for reconstruction of the Seaview Vehicular Beach Access Ramp in Daytona Beach, Florida under IFB 26-B-128CW, with bids due November 5, 2026 at 3:01 PM and a non-mandatory pre-bid meeting scheduled for October 16, 2026 at 11:00 AM. The project addresses damage from Hurricane Ian in 2022 and requires restoration of safe pedestrian and vehicle access in a residential area east of A1A.

The scope comprises demolition of storm-damaged infrastructure, installation of composite sheet pile seawall and retaining wall panels (EC 100.5 FRP sheet piles manufactured by Everlast Synthetic Products, LLC), concrete cap, reinforced concrete vehicular ramp (124.2 feet by 25.5 feet), curbing, pedestrian sidewalk with curb ramps and detectable warnings, crosswalk striping, bollards, and shower facility. The ramp extends 53 feet of reinforced concrete and 46.2 feet of unreinforced concrete. Concrete must meet FDOT Class II Bridge Deck specifications with Type II cement, minimum 28-day compressive strength of 4,500 psi, and strict water-cement and chloride content limits. The contractor must furnish cylinder testing for each concrete pour, retain a specialty engineer for vibratory monitoring with weekly reporting, and maintain erosion control and traffic management. All work must comply with Florida Department of Environmental Protection Coastal Construction Control Line Permit VO002552 AR (effective June 19, 2026 through June 19, 2029), including marine turtle nesting season restrictions (May 1–October 31) and protected shorebird protocols.

The estimated construction cost is $1,213,413. Substantial completion is required within 120 days of Notice to Proceed, with final completion within 150 days. Liquidated damages are $1,000 per day for missed deadlines. The contractor must maintain a full-time on-site Project Manager and Superintendent and execute a Payment and Performance Bond within ten business days of notice of award. The County retains five percent of monthly progress payments pending substantial completion certification. All bids must remain firm for 120 days after opening. Questions are due October 22, 2026 at 11:59 PM. Contract funding includes potential Federal Emergency Management Agency Public Assistance grant support. The County is exempt from federal excise tax and Florida sales tax.
