About this file
This is a Technical Specifications document for the Seaview Avenue Vehicular Beach Access Ramp Repairs project, a post-hurricane reconstruction effort by Volusia County, Florida in the City of Daytona Beach, prepared by Coastal Technology Corporation as the engineer. The project involves demolition of storm-damaged infrastructure and construction of replacement infrastructure including a new concrete vehicular beach access ramp with sidewalk, composite sheet pile bulkhead at the ramp toe, composite sheet pile retaining wall along the south property boundary, and associated site improvements. The work encompasses removal of the existing damaged ramp, sidewalk, and portions of a block retaining wall, along with buried and exposed debris. Construction activities require notification to the engineer and county at least three days prior to mobilization, demolition, bulkhead installation, ramp and curb construction, ancillary improvements, site restoration, and demobilization. The county has obtained permits from the Florida Department of Environmental Protection and U.S. Army Corps of Engineers, with the contractor responsible for obtaining the building permit and compliance with all permit conditions, including provisions for protected species avoidance, cultural resource protection, and erosion control measures consistent with Florida Department of Transportation standards.
The bid schedule includes seventeen separate line items covering mobilization and demobilization, demolition, excavation and grading, sheet-pile bulkhead and retaining wall construction, concrete plug and chemical grout, reinforced and unreinforced concrete ramps, FDOT Type D curb, sidewalk, shower installation, retaining wall painting, pavement markings and signage, as-built survey, site restoration, performance bond, and flood insurance. Concrete specifications require FDOT Class II Bridge Deck with Type II cement for extremely aggressive environments and a minimum 28-day compressive strength of 4,500 psi with strict water-cement ratios and chloride content limits. The contractor must provide cylinder testing for each concrete pour, vibratory monitoring throughout construction via a specialty engineer with weekly reporting, and maintain erosion control and public safety measures including maintenance of traffic plans and temporary construction fencing. Payment is made according to unit prices and lump sum prices on the bid schedule, with mobilization eligible for up to 60 percent payment after installation of one sheet pile and final payment upon project completion and acceptance by the engineer and county.
