About this opportunity
The Town of Palm Beach, Florida, is soliciting proposals for a comprehensive Sea Turtle Nesting Monitoring contract through RFP No. 2026-007, requiring daily monitoring of marine turtle nests from March 1st to October 31st in compliance with Florida Department of Environmental Protection (FDEP) regulations. The scope of work encompasses extensive environmental monitoring, including daily documentation of nesting activity, identification and categorization of false crawls, reporting of nesting and hatching success, monitoring of lighting sources visible from beach berm elevation, escarpment formations, and nesting seabird and shorebird activities. Monitoring personnel must hold appropriate Florida Administrative Code 68E-1 permits and follow Florida Fish & Wildlife Conservation Commission protocols. Proposals must be submitted online through the Bonfire eProcurement platform by January 9, 2026, with a non-mandatory pre-proposal conference held virtually on December 15, 2025. The evaluation criteria are weighted as follows: Experience of Firm and Past Performance (35 points), Workload and Scheduling (35 points), Cost Consideration (15 points), Financial Information (5 points), and Other factors (10 points).
The procurement does not appear to have specific set-aside designations for disadvantaged enterprises. Potential bidders must complete multiple compliance forms, including E-Verify certification, drug-free workplace documentation, and scrutinized companies certification. While no incumbent vendor is explicitly identified, the solicitation suggests this is an ongoing monitoring contract tied to the Town's Beach Management Agreement. Proposers must demonstrate qualifications through professional reference forms, detailed experience documentation, and compliance with specific permitting requirements. Although a specific contract value is not stated, the comprehensive nature of the monitoring services and the extensive reporting requirements suggest a substantial annual contract. Bidders must provide proof of insurance, including comprehensive general liability coverage with minimum limits of $1,000,000 per occurrence, and comply with various state and local regulatory requirements. Proposals will remain non-withdrawable for 120 days from the opening date, allowing the Town flexibility in evaluation and selection.
