About this file

This is an evaluation factors document for RFP No. 2026-007 issued by the Town of Palm Beach, Florida, for Sea Turtle Nesting Monitoring services. The Town is requesting proposals from qualified firms to conduct daily monitoring of marine turtle nests from March 1st through October 31st in compliance with Florida Department of Environmental Protection requirements. The scope of work encompasses daily monitoring and documentation of nesting activity, identification and categorization of false crawls, reporting of nesting and hatching success, monitoring of lighting sources and escarpment formations, monitoring of nesting seabirds and shorebirds, nest marking for beach equipment avoidance, marine turtle survey zone management, and data compilation for the Beach Management Agreement area. A non-mandatory pre-proposal conference will be held virtually via Microsoft Teams, with details specified in the Events section. Proposals must be submitted online through the Bonfire eProcurement platform, and proposers may not withdraw proposals for one hundred and twenty days from the opening date.

The evaluation criteria are weighted as follows: Experience of Firm and Past Performance (35 points), Workload and Scheduling (35 points), Cost Consideration (15 points), Financial Information (5 points), and Other (10 points). The Experience section requires documentation of the firm's understanding of the Town's needs, company credentials, relevant past projects, location of key participants, schedule and budget compliance history, management and project personnel credentials, staff size, and service quality capabilities. The Workload and Scheduling section evaluates overall company workload, project scheduling ability, schedule accommodation for this project, service applicability, and ability to meet the Town's operational and administrative requirements. The Other category assesses firm accessibility, insurance capacity, litigation history, license sanctions, contract terminations, and overall proposal completeness and technical quality. The Town may require a Dun & Bradstreet financial report from all short-listed finalists.
