About this opportunity

Greenville County has issued an Invitation for Bid (IFB) #25046 for two stream restoration and riparian area reclamation projects funded through an ARPA-Funded Stormwater Infrastructure Program (ASIP) grant from the South Carolina Office of Resilience (SCOR). The procurement involves two separate projects: the Little Creek Stream Improvement project (6.5-acre reforestation and 1,400 linear feet of stream restoration) and the North Chastain Stream Restoration project (5.5-acre reforestation and 1,200 linear feet of stream restoration) within the Reedy River watershed. The scope of work includes advanced environmental restoration techniques such as bank grading, soil lifts, coir and turf reinforcement matting, boulder walls, bank toe treatments, and instream features like cross vanes, boulder riffles, stream drops, and various vane configurations. Bidders must submit a bid bond of 5% of the bid price and provide comprehensive insurance coverage, including $1,000,000 in general liability and $1,000,000 in automobile liability. The bid was released on December 13, 2024, with a non-mandatory pre-bid meeting and site visit scheduled for January 3, 2025, and bid submissions due by January 13, 2025, at 3:00 pm, with an anticipated contract award on January 15, 2025, and a Notice to Proceed expected on January 24, 2025.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises. Bidders will be evaluated based on responsiveness, cost, previous experience, and references, using a pass/fail scoring method. The projects have specific material handling requirements, including depositing spoil material at the Blackberry Valley Residential Waste and Recycling Center at no tipping fee and utilizing boulders available at no cost from the Twin Chimneys Landfill. The Engineer's Estimate indicates a total project cost of $1,391,916.13, with the North Chastain project estimated at $591,483.83 and the Little Creek project estimated at $800,432.29. Key line items include mobilization, erosion and sediment control, clearing and grubbing, excavation, stream restoration features, vegetation establishment, and plantings. The contract will include a one-year plant guarantee period, during which the contractor is responsible for plant health, replacement, and site maintenance. The Notice to Proceed is contingent on obtaining all pending permit approvals, with the primary goal of improving flood risk management, enhancing ecological conditions, and restoring the natural stream ecosystem in the designated areas.

Opportunity text

Greenville County has been awarded an ARPA-Funded Stormwater Infrastructure Program (ASIP) grant through the South Carolina Office of Resilience (SCOR) to establish a riparian forest and perform a restoration along the Reedy River watershed.

*This bid includes two separate projects at separate locations*

The Little Creek Stream Improvement and Riparian Area Reclamation project is intended to establish a riparian forest and perform a restoration along previously acquired floodplain buyout properties within the Reedy River watershed. It is a tributary in the upper Reedy River watershed. Near the confluence of Little Creek with the Reedy River, a group of multiple properties were acquired as part of Greenville County's floodplain buyout program in 2010 to reduce flood risks near the intersection of Plano Drive and Vinson Drive. The proposed project consists of a 6.5-acre reforestation effort, and a one-sided (1,000-ft) and two-sided (400-ft) Priority 2 and 3 stream restoration.

The North Chastain Stream Restoration and Riparian Area Reclamation project is intended to establish a riparian forest and perform a restoration along previously acquired floodplain buyout properties within the Reedy River watershed. The proposed project is contained on County-owned property and consists of a 5.5-acre reforestation effort, a 600-ft Priority 2/3 (as categorized by the USACE) stream restoration of an unnamed tributary, and single-sided 600-ft Priority 3/4 stream restoration of Langston Creek.

The stream restoration work may include bank grading with the help of soil lifts, coir matting, turf reinforcement matting, boulder walls and bank toe treatments (toe rock, toe wood, and boulder toes(s)). They will also include the installation of instream features such as cross vane(s), boulder/constructed riffle(s), stream drop(s), j-hook vane(s), and single arm vane(s). Additionally, these projects may include re-routing or daylighting of streams.

NOTE: ALL SPOIL MATERIAL IS TO BE TAKEN TO BLACKBERRY VALLEY RESIDENTIAL WASTE AND RECYCLING CENTER AT 409 BLACKBERRY VALLEY ROAD, GREENVILLE SC 29617. THERE WILL BE NO TIPPING FEE.

NOTE: BOULDERS ARE AVAILABLE AT NO COST WHEN USED ON THESE PROJECTS AT TWIN CHIMNEYS LANDFILL. SEE "GREENVILLE COUNTY BOULDER STOCKPILE" IN THE ATTACHMENTS SECTION FOR MORE INFORMATION.

** Notice to Proceed (NTP) contingent on all pending permit approvals **
