About this file
The North Chastain Plan Set is a technical document supporting Greenville County, South Carolina's Invitation for Bid (IFB) #25046 for stream restoration and riparian area reclamation projects funded through an ARPA-Funded Stormwater Infrastructure Program (ASIP) grant from the South Carolina Office of Resilience (SCOR). The procurement encompasses two separate projects: the North Chastain Stream Restoration project, which includes 5.5 acres of reforestation and 1,200 linear feet of stream restoration consisting of 600 feet of Priority 2/3 restoration on an unnamed tributary and 600 feet of Priority 3/4 restoration on Langston Creek, and the Little Creek Stream Improvement project, which consists of 6.5 acres of reforestation and 1,400 linear feet of stream restoration including both one-sided and two-sided Priority 2 and 3 stream work. The projects encompass advanced environmental restoration techniques including bank grading, soil lifts, coir and turf reinforcement matting, boulder walls, bank toe treatments, and instream features such as cross vanes, boulder riffles, stream drops, j-hook vanes, and single arm vanes. A non-mandatory pre-bid meeting and site visit is scheduled for January 3, 2025, with bid submissions due January 13, 2025, at 3:00 pm. Contract award is anticipated for January 15, 2025, with a Notice to Proceed expected January 24, 2025, contingent on obtaining all pending permit approvals. The contract includes a one-year plant guarantee period during which the contractor is responsible for plant health, replacement, and site maintenance.
The Engineer's Estimate indicates a total project cost of $1,391,916.13, with the North Chastain project estimated at $591,483.83 and the Little Creek project estimated at $800,432.29. Bidders must submit a bid bond of 5% of the bid price and provide comprehensive insurance coverage including $1,000,000 in general liability and $1,000,000 in automobile liability. The procurement does not specify set-aside designations or restrictions for disadvantaged enterprises. Evaluation criteria include responsiveness, cost, previous experience, and references, using a pass/fail scoring method. The projects include specific material handling requirements: all spoil material must be deposited at the Blackberry Valley Residential Waste and Recycling Center at no tipping fee, and boulders are available at no cost from the Twin Chimneys Landfill. The work is funded through an ARPA-Funded Stormwater Infrastructure Program grant with the primary objectives of improving flood risk management, enhancing ecological conditions, and restoring the natural stream ecosystem within the Reedy River watershed.
