About this opportunity
The West Virginia Department of Administration Purchasing Division is soliciting quotes on behalf of its General Services Division under CRFQ 0211 GSD2700000019 (Version 5) for safety and security system installation services at satellite buildings in Weirton, Clarksburg, Fairmont, and Logan. Site visits are available through October 30, 2026, and bids close November 10, 2026, at 1:30 p.m. EST.
The scope covers access control, CCTV surveillance, card readers, door contacts, electric door strikes, and wireless locks, with security network racks linked by 12-strand multimode OM4 armored fiber. Work also includes uninterruptible power supplies and backup batteries for access control panels, surge protection for exterior cameras, and certification of all CAT 6 and fiber cabling with test reports. Building 53 requires integration of existing Schlage wireless locks, while the existing Honeywell panel there remains independent. Building 34 requires coordination with the Department of Motor Vehicles and West Virginia Lottery occupants during demolition. Doors must migrate sequentially so none is left unsecured or inoperable at the end of a workday. Work is performed at each jobsite, and invoicing goes to the Charleston address.
Vendors price against Exhibit A, the pricing page, and must complete it in full. Bids must include acknowledgment of Addenda Nos. 1 through 4 and the Addendum Acknowledgment Form, or they risk disqualification. Addendum No. 3 moved the technical question deadline to November 5, 2026, at 12:00 p.m. and moved the bid opening from November 5 to November 10, 2026. The mandatory pre-bid meeting was held October 22, 2026. Vendors must schedule site visits with facility emergency management team personnel at each building, and Building 34 contacts go through Eric Mackey at (304) 541-3749. Bids go to 2019 Washington Street East, Charleston, WV 25305. Buyer Tara Lyle can be reached at (304) 558-2544 or tara.l.lyle@wv.gov.
