The work is located at 700 Cedar Street, Santa Cruz, California. Contract term is 300 working days from award notification, with substantial completion targeted for July 2028. Liquidated damages are $13,200 per day for schedule overruns.

Bidders must submit firm-fixed pricing in lump sum format with responses to five alternates: Roof Deck, PV Panels (Library Roof), PV Panels (Residential Roof), Donor Signage, and Lobby WDP-3. Bid security of ten percent of bid price is required. Performance bonds equal 100 percent of contract price; payment bonds are 40 percent for estimated contracts between $1 million and $5 million. Prevailing wage compliance through California Department of Industrial Relations registration is mandatory; Davis-Bacon and Buy America Act requirements apply if federal funding is used. Insurance requirements include $5 million commercial general liability and $1 million auto liability. Contractors must hold valid California licenses and comply with Santa Cruz County local hiring and apprenticeship provisions. Questions are due October 30, 2026 at 5:00 p.m., with responses posted by November 6. Bid opening occurs November 20, 2026 at 10:00 a.m. Anticipated contract award is January 19, 2027.
