About this opportunity

Salt Lake City Corporation is requesting proposals for stakeholder and public engagement services supporting the Department of Public Utilities Watershed Management Plan update under RFP SLCI27021, with proposals due October 9, 2026. The solicitation is issued competitively with no stated set-asides, though offerors are requested to self-identify MBE, WBE, SBE, SDVBE, and LBE certifications.

The scope encompasses comprehensive public outreach and stakeholder engagement across Salt Lake Valley residents, advocacy organizations, and recreational groups. Deliverables include developing and maintaining a project website, managing social media campaigns, creating outreach materials, organizing and facilitating public open houses (in-person or virtual), conducting stakeholder and community council meetings, compiling and summarizing public input, and developing and implementing a public opinion and awareness survey. The contractor must meet in-person with key SLCDPU project staff approximately every other week throughout the planning process and coordinate with external contractors working on the draft Watershed Management Plan. All work materials, documents, reports, and deliverables become City property; the contractor may retain reproducible copies for information and marketing purposes.

The contract term is five years from commencement with an option to extend an additional four months by mutual agreement. Pricing is firm for the first year; annual adjustments thereafter are limited to the lesser of 3 percent or the Producer Price Index increase for the preceding twelve months, subject to City approval. No total contract value is specified. Offerors must have five years of experience in similar work and comply with City ethics requirements and conflict-of-interest ordinances.

Evaluation uses a three-stage process: Stage 1 eliminates non-responsive proposals; Stage 2 scores technical and policy criteria on 525 points (minimum 367.5 required to advance), weighted as Experience and Qualifications (30%), Statement of Understanding (20%), Pertinent Characteristics (20%), Office Location and Project Manager (20%), and Additional Recommendations (10%), plus 25 policy points; Stage 3 applies cost evaluation at 30% weight (225 points, lowest-cost formula). Total possible score is 750 points. The contractor must maintain comprehensive insurance including commercial general liability of $1 million per occurrence, professional liability of $1 million per occurrence, and cyber risk coverage of at least $1 million per claim. Monthly invoicing with payment due within thirty days applies. The City may terminate for any reason with thirty days' notice or for cause with seven days' notice to cure.
