About this opportunity
Salt Lake City Corporation is requesting proposals for comprehensive street lighting maintenance services citywide under RFP SLCI27010, with proposals due October 1, 2026. The contract carries a five-year term commencing October 21, 2026, and the City will award to a single responsive and responsible offeror with the highest evaluation score.
Mandatory requirements include City ethics compliance, identification of at least one journey lineman electrician holding appropriate Utah licenses, and confirmation of approved Rocky Mountain Power contractor status or a qualified subcontractor. The City considers MBE, WBE, SBE, SDVBE, and local small business (LBE) status as policy evaluation factors.
The scope covers maintenance, repair, installation, asset management, and cable locating services for the City's streetlight infrastructure comprising over 16,200 lights—including 10,671 LED lights (largely under manufacturer warranties), 5,169 metal halide lights, and various high-pressure sodium, incandescent, and induction lights. The contractor must maintain a 24/7 toll-free Help Line, dispatch personnel to respond to failures within three business days (immediately for public safety emergencies), perform monthly night surveys, and conduct GIS-based asset management using a computerized maintenance management system with ArcGIS reporting. All personnel must be skilled, licensed, fluent in English, and work under competent supervision. The contractor warrants all services and products for a minimum of one year from final payment acceptance. Work must comply with the City's 2020 Streetlight Master Plan.
Evaluation comprises technical criteria weighted at 95.5% (experience and qualifications, approach, equipment, software systems, GIS inventory capability, and manufacturer relationships) and policy criteria at 4.5% (sustainability, DBE certification, apprenticeships, and LBE status). Cost proposals are evaluated at 30% of total score, with the lowest-cost proposal receiving 100% of cost points and others scoring proportionally.
The contractor must provide commercial general liability insurance of $1 million per occurrence with $2 million general aggregate, commercial automobile liability of $1 million combined single limit, and workers' compensation insurance. Pricing must be guaranteed firm for the first year, with annual adjustments thereafter at the lesser of 3% or the Producer Price Index increase. The City reserves the right to terminate for any reason with 30 days' notice or for cause with a seven-day cure period.
