About this opportunity
Salt Lake City Corporation is requesting proposals for security guard services at Salt Lake City International Airport under RFP SLCI27002, with proposals due September 23, 2026, and a non-mandatory site inspection on September 3 at the Airport Operations Center. No set-asides or preferences apply.
The scope requires comprehensive 24/7/365 security operations across designated posts in Concourse A East, Concourse A West, Concourse B East, Concourse B West, and the Terminal facility, with personnel performing perimeter inspections, gate access verification, checkpoint monitoring, badge validation, and vehicle inspections. The contractor must designate a management-level point of contact and 24-hour emergency contact, supply all uniforms and training, and ensure all personnel are English-proficient, pass FBI fingerprint checks and TSA security threat assessments, and complete training on airport security requirements, post orders, radio procedures, and airfield operations. Background checks cost $30 per person, conducted biennially; the contractor bears all screening and training costs. Personnel assigned to Security Identification Display Areas must complete security training and obtain airport-issued identification badges. The City provides handheld radios, flashlights, mirrors, and chairs at designated posts. The contractor must maintain electronic daily activity logs, incident reports, and monthly equipment inventories; invoice monthly with detailed payroll records broken down by location, date, employee name, and hourly rates; and rotate personnel randomly among posts. Contractors may not subcontract with airport tenants without prior written approval.
The contract term is five years commencing November 1, 2026, with the City retaining the right to extend for up to four months with ten days' notice. Pricing must be guaranteed for the first contract year, with adjustment requests submitted at least 30 days prior to anniversary dates and limited to the lesser of 3% or the Producer Price Index increase. The City retains termination rights for any reason with 30 days' notice, or immediately for cause with a three-day cure period.
Evaluation comprises three stages: responsiveness and mandatory requirements (five years of relevant experience required); technical scoring on 235 points (Proposed Service, 125 points; Company Experience and Financial Stability, 60 points; Experience of Proposed Personnel, Structure and Retention Plan, 50 points); and cost evaluation, with a minimum technical threshold of 164.5 points (70%) required to advance. Cost proposals receive 30% of total evaluation weight, with the lowest-cost offeror receiving full cost points and others scoring proportionally. Prior to contract execution, the selected offeror must register with the State of Utah Business Registration, SAM.gov, and E-Verify, and must maintain commercial general liability of $2 million per occurrence and commercial automobile liability of $2 million combined single limit, with Salt Lake City named as additional insured on all policies and issued by A.M. Best A- or better carriers licensed in Utah. Questions are due through the Utah Public Procurement Place (U3P) website; proposals must be submitted electronically through U3P with no late submissions accepted.
