About this opportunity
Salt Lake City Corporation is requesting competitive sealed proposals for a cloud-based SaaS platform providing compensation benchmarking, salary survey management, real-time job pricing, and compensation analytics, with proposals due October 8, 2026 under RFP SLCI26059. Four mandatory minimum requirements filter eligibility: City ethics compliance certification, disclosure of any GenAI technology usage with detailed specifications, SOC 2/ISO 27001 certification, and confirmation that all City data will be stored exclusively on continental United States servers.
The platform must deliver 99.9% network and system availability, support role-based access controls and audit logging, integrate bi-directionally with Workday (the City's HRIS system), and provide market and salary survey management, job matching and benchmarking, job architecture and salary structure management with grades and step structures, compensation analysis and reporting (including compa-ratio and range penetration analysis), scenario modeling, and third-party survey participation management. AI functionality is preferred in the base product rather than as an add-on module, with capabilities to streamline administrative tasks, support job matching and market pricing recommendations, and provide transparent, explainable recommendations compliant with enterprise-level data privacy and security requirements. The vendor must provide a dedicated point of contact, documented Service Level Agreements with severity classifications and response time commitments, and comprehensive training. All system updates, patches, and enhancements are included in base cost; performance warranty and defect correction are provided at no additional cost during a negotiated warranty period.
Salt Lake City employs approximately 3,400 full-time equivalents across roughly 1,200 distinct job titles. The contract term is five years, commencing April 13, 2027, with the City retaining an option to extend for an additional four months. Initial implementation, training, licensing, and annual maintenance fees remain firm for the entire term; other costs are guaranteed for one year from execution, with subsequent adjustments capped at the lesser of 3% or the Producer Price Index increase for the preceding twelve months.
Evaluation allocates 80% of points (450 maximum) to technical criteria—Qualifications (20%), Functionality (40%), Implementation/Integration Timeline (20%), and Value Added Services (10%)—and 20% (112.5 maximum) to cost using a lowest-price formula. A minimum technical score of 270 points (60%) is required to advance to interviews and cost evaluation. The vendor must demonstrate proven experience serving comparable-sized organizations and carry commercial general liability ($1,000,000/$2,000,000), cyber risk ($1,000,000), and professional liability ($1,000,000) insurance.
