About this opportunity

Salt Lake City Corporation is requesting information on codification services for local government ordinances and laws under RFI SLCI27019, with responses due August 27, 2026. This is an information-gathering vehicle only and does not constitute a solicitation or commitment to purchase.

The City seeks vendor input on solutions that organize, update, and publish ordinances into a structured, searchable code. Required capabilities include internal tools for converting and regularly updating ordinances on a website or platform; a user-friendly, searchable interface for both internal and external access; archiving of outdated code and policy; ADA compliance; and user-management structures with security controls.

Vendors must address system integration capabilities, security standards and compliance measures, typical implementation timelines and project approaches, licensing and support models (on-premise versus cloud-based options), levels of technical support with response times, invoicing methods with estimated implementation cost ranges, and whether the proposed solution uses GenAI technology. Response submissions are limited to 50 pages.

Information submitted in response to this RFI is protected under Section 63G-2-305 (Utah Code); vendors are not required to submit a Claim of Confidentiality. Responses will inform Salt Lake City's decision on whether to issue a formal invitation for bids or request for proposals. No contract value, incumbent vendor, evaluation criteria, or timeline for a subsequent formal solicitation is identified in the RFI.

Opportunity text

The purpose of this Request for Information (RFI) is to: (a) obtain information, comments, or suggestions from potential bidders or offerors before issuing an invitation for bids or request for proposals; (b) determine whether to issue an invitation for bids or a request for proposals; and (c) generate interest in a potential invitation for bids or a request for proposals. This RFI is not a procurement process and may not be used to make a purchase or enter into a contract. A response to a request for information is not an offer and may not be accepted to form a binding contract. Information submitted to or by a governmental entity in response to a request for information is protected under Section 63G-2-305. As such, vendors do not need to submit a Claim of Confidentiality.
