About this opportunity

Salt Lake City Corporation is requesting competitive sealed bids for a complete landfill gas blower/flare system under RFB SLCI27036, with bids due October 30, 2026 through the Utah Public Procurement Place (Bonfire) website.

The scope is design, manufacture, supply, delivery, installation, start-up, and initial operational testing of a landfill gas management system for the Salt Lake Valley Solid Waste Management Facility at 6030 W. California Ave. The system must process 1,000 to 4,000 scfm of landfill gas with heat release rates of approximately 18.2 to 145.4 MMBtu/hour and include three belt-driven centrifugal blowers (two for full capacity with one backup), an enclosed combustor flare system, gas handling and interconnecting piping, and a comprehensive control system incorporating PLC monitoring and remote SCADA capabilities. The bidder is responsible for the entire system from connection with the main landfill gas header to flare stack completion. All equipment must comply with 40 CFR 62 Subpart OOO and 40 CFR 63 Subparts AAAA, achieving 98 percent NMOC reduction or outlet NMOC concentration below 20 ppm by volume. The system must be designed for site elevation of 4,230 feet above mean sea level, 113 mph wind loads, and Seismic Zone Classification D conditions. Bidders must be experienced landfill gas flare system manufacturers with documented U.S. references and factory-assembled equipment requiring minimal field assembly.

Bidders must submit 90-percent design drawings within six weeks of award and final drawings within two weeks of receiving comments. Production is expected over 32–36 weeks, with delivery within four weeks of fabrication completion and flare delivery completion no later than October 2027. Warranty covers two years from February 1, 2028, and bidders must provide five years of maintenance and testing services at minimum annual frequency, plus three eight-hour days of on-site start-up and operator training.

Award will be made to the lowest responsible and responsive bidder. Bidders must be registered with the State of Utah Department of Commerce, SAM.gov, and E-Verify prior to contract execution. The City's standard Purchase Order Terms and Conditions (Attachment 1) are non-negotiable; any bid containing deviations will be rejected.
