About this opportunity
Salt Lake City Corporation's Purchasing Division, on behalf of the Community Reinvestment Agency (CRA), is requesting sealed bids for garbage, recycling, green waste, and trash collection and hauling services at three CRA-owned properties, with bids due June 25, 2026 and a mandatory pre-bid conference and site tour on June 15, 2026 at 1:00 p.m. Failure to attend or complete the full inspection of all three locations results in automatic disqualification.
The scope covers weekly collection at Regent Street (two Agency-owned receptacles for trash and recycling), the Gallivan Center (one contractor-owned receptacle for trash only), and Howa Storage/Gardens (on-call service for trash and recycling using two receptacles), plus as-needed roll-off container services at additional City and Agency locations for events and special productions. The contractor must establish collection schedules in coordination with Agency designees, maintain a 24/7 emergency coordinator, perform container maintenance and steam cleaning at contractor expense, and deliver recyclables to a City-approved material recovery facility, refuse to specified transfer stations or landfills, and green waste to approved facilities. Monthly program reports with invoices are due within ten working days of month-end; annual reports documenting vehicle miles, fuel consumption, and material weights are due by the last working day of February.
The contract term is five years from recordation, with the Agency holding an option to extend for an additional four months upon ten days' written notice. Pricing must be firm for the first two years; subsequent adjustments are capped at the lesser of 3% or the Consumer Price Index increase. All costs—materials, labor, insurance, transportation, fuel surcharges, and container maintenance—are included in the bid price with no additional charges permitted. Required insurance includes workers' compensation, commercial general liability of $1 million per occurrence with $2 million aggregate, commercial automobile liability of $1 million combined single limit, and professional liability of $1 million per occurrence.
The City's Value-Based Procurement Program provides beneficial consideration to bidders demonstrating nondiscrimination policies, apprenticeship sponsorship, drug-testing programs, and local small business status; participation is voluntary. Contractors must register with the State of Utah Department of Commerce, System for Award Management, and E-Verify prior to contract execution. Award goes to the lowest responsible and responsive bidder, based on total combined cost for all three locations. Bids must be submitted electronically through the Utah Public Procurement Place (Euna) website; no late bids accepted.
