Summary
This is a Standard Agreement document prepared for garbage, recycling, green waste, and trash collection and hauling services between the Community Reinvestment Agency of Salt Lake City and a contractor to be selected through a competitive bidding process (SLCI26110). The contract requires the contractor to provide comprehensive waste management services on an "as needed" basis for Agency-owned properties, including collection, hauling, and disposal of recyclable materials, refuse, and green waste at City-approved facilities. The contractor must establish a collection schedule in coordination with Agency designees, maintain adequate staffing with a 24/7 emergency coordinator, submit monthly program reports detailing service locations, container types, pickup dates, and tonnage by material type, and provide an annual calendar year report by the last working day of February documenting vehicle miles, fuel usage, and material weights. The initial contract term is five years from the recordation date, with Agency having the option to extend for an additional four months upon ten days' written notice, though Agency may terminate any extension with five days' notice. The contract is non-exclusive, allowing Agency to source services from other providers at its discretion.
Pricing for all services shall be firm for the first two years of the contract, with any subsequent price adjustments limited to the lesser of three percent or the percentage increase in the Consumer Price Index for All Urban Consumers. The contractor must submit monthly invoices within ten working days after month-end and will be paid within thirty days of invoice receipt. All costs associated with service performance—including materials, labor, insurance, transportation, fuel surcharges, and container maintenance and cleaning—are included in the stated price, with no additional charges permitted. The contractor is responsible for all equipment, personnel, safety protocols, and compliance with federal, state, and local environmental regulations. Required insurance includes workers' compensation, commercial general liability of $1,000,000 per occurrence with $2,000,000 aggregate, commercial automobile liability of $1,000,000 combined single limit, and professional liability of $1,000,000 per occurrence. The Agency assumes no responsibility for contractor property damage and reserves the right to terminate the agreement with thirty days' notice or for cause with seven days' notice after failure to cure within a specified timeframe.
