About this opportunity
Salt Lake City Department of Airports is requesting proposals for automated teller machine and currency exchange machine services at Salt Lake City International Airport, with proposals due November 6, 2026 at 2 p.m. Mountain Time and a question deadline of October 29, 2026.
The scope covers provision, installation, and operation of new, first-class ATM and currency exchange machines at four airport locations: the Gateway, Main Terminal, Concourse A, and Concourse B. Machines must dispense foreign currency and convert foreign currency to U.S. dollars on a non-exclusive basis. All equipment must be new, ADA-compliant, and capable of supporting Plus and Cirrus networks and major credit cards (Visa, MasterCard, Discover, American Express, Diner's Club). The concessionaire is responsible for facility build-out, installation, operation, maintenance, and 24/7 availability.
Respondents must demonstrate a minimum of two years of successful experience operating ATM and currency exchange services at comparable or larger airports and be qualified to conduct business in Utah. The maximum transaction fee chargeable to the public for ATM withdrawals is fixed at $3.50 throughout the agreement term; currency exchange transaction fees are to be proposed.
The contract commences September 1, 2027, for an initial five-year base term with two optional one-year extensions at the City's sole discretion. The concessionaire will pay the City the greater of a 10 percent fee on gross revenue or a Minimum Annual Guarantee amount determined by proposals. The concessionaire must secure a letter of credit equal to the first year's estimated MAG, commercial general liability insurance of $2,000,000 per occurrence ($5,000,000 if accessing Airport Operations Areas), business auto insurance of $2,000,000, and cyber risk insurance of $1,000,000.
Evaluation uses a 500-point scoring methodology: 325 technical points (65%) covering proposal approach, past performance and personnel qualifications, schedule, and Utah business qualification, and 175 cost points (35%) based on competitive formula favoring the lowest price. Interviews are scheduled as needed. Respondents must submit a GRAMA Affirmation acknowledging Utah's Government Records Access and Management Act and properly mark any claimed confidential materials.
