About this file

This is an Affirmation of GRAMA (Government Records Access and Management Act) Understanding and Compliance document issued by Salt Lake City Department of Airports for the Automated Teller and Currency Exchange Machine Services solicitation. The document requires all respondents to acknowledge their understanding of Utah's GRAMA regulations, which govern the classification and disclosure of records submitted to public entities. Respondents must affirm that they understand the burden of claiming exemptions from disclosure rests solely with the respondent, that only materials qualifying for exemption under the act—such as trade secrets, pricing, and non-public financial information—should be marked as confidential, and that blanket confidentiality markings are prohibited. Respondents claiming confidentiality must submit a written claim at the time of proposal submission that includes a concise statement of reasons supporting the confidentiality claim, a redacted version of the proposal omitting claimed confidential information, and an unredacted version for internal review.

The document further clarifies that making a confidentiality claim does not guarantee the information will be protected under GRAMA, and the City will promptly notify respondents of any disclosure requests for confidentially-marked materials. Respondents may pursue legal action at their own expense to prevent disclosure but specifically waive any claims against the City related to disclosure of materials required by GRAMA. The affirmation must be signed by an authorized representative of the responding firm, with signature, printed name, title, and date required for submission.
