About this opportunity

Salt Lake City Corporation is soliciting qualifications from consultants to provide HUD Section 108 Loan Guarantee Program and Neighborhood Revitalization Strategy Area (NRSA) designation consulting services on an as-needed basis, with qualifications due August 13, 2026. This is a single-award professional services engagement with no stated set-aside or preference program.

Respondents must demonstrate expertise in HUD Community Development Block Grant (CDBG) entitlement programs and meet mandatory minimum requirements including compliance with City ethics standards, disclosure of conflicts of interest, and Utah State Division of Corporations and Commercial Code registration prior to contract execution. Qualifications must include documented experience with at least three similar projects completed within the last ten years, evidence of successful Section 108 Loan Guarantee applications or HUD-approved NRSA designations, identification of the proposed project manager and key personnel with relevant qualifications, and an overview of HUD entitlement program experience.

The scope encompasses project management and coordination, Section 108 loan guarantee evaluation and application support, environmental review assistance, and NRSA development and submission. Deliverables include feasibility assessments, underwriting and subsidy layering analyses, complete HUD application packages, NRSA strategy documents, and responses to HUD comments. The contractor will provide ongoing technical assistance on an as-needed basis; no guarantee of actual service or product requirements is implied.

The contract term is three years or until the $75,000 budget is expended, whichever occurs first. Pricing must be guaranteed firm for the first year, with annual adjustments thereafter limited to the lesser of three percent or the Producer Price Index increase. The contractor must maintain workers' compensation, commercial general liability ($1 million per occurrence), professional liability ($1 million per occurrence), commercial automobile liability ($1 million combined single limit), and cyber risk insurance ($1 million per claim) for three years following contract termination. Submissions are electronic-only through the Utah Public Procurement Place website. Evaluation follows a two-stage process: initial screening for mandatory requirements compliance, then ranking of responsive submissions by perceived qualification, with potential interviews scheduled at City discretion before final negotiation.
