An additional two-point evaluation credit applies to certified MWBE bidders.
Minimum bidder qualifications require Salesforce Consulting Partner certification, NYS Department of State business registration, submission of the NYS Vendor Responsibility Form, "High Risk" data classification attestation with required insurance verification, acceptance of all NYS/ITS terms with no extraneous submissions, and affirmation that pricing in the Financial Workbook is firm for the entire contract term with no renegotiation permitted.
The technical proposal is weighted 70 percent and must demonstrate minimum $10 million in verifiable U.S. public-sector sales within a one-year period between January 2021 and June 2026, at least two reference engagements with contact information, at least one large-scale public-sector implementation with multi-department deployment, experience managing five concurrent Salesforce implementations across multiple agency instances, and a minimum pool of certified Salesforce resources in architect, developer, and administrator roles. Financial proposals are weighted 30 percent; pricing must remain firm for three years with a one-time 5 percent increase permitted only for the first optional extension year. The contract includes two optional one-year renewal periods subject to State Comptroller approval. Contract performance occurs statewide across participating NYS agencies and entities.
