About this file

This is a Glossary of Terms document for the New York State Office of Information Technology Services (ITS) Salesforce Professional Services Enterprise Agreement Request for Proposals (RFP C000979). The document provides standardized definitions for key terms used throughout the procurement, establishing consistent language for bidders, proposers, and offerors submitting proposals in response to this solicitation. The RFP seeks certified Salesforce Consulting Partners to provide implementation services under a three-year Enterprise Agreement Contract, with no Salesforce software, licenses, or platform components included in scope. All qualified personnel must align with specified roles and job titles as outlined in the bid requirements.

The glossary includes critical definitions such as "Contract" (the resulting State Comptroller-approved agreement between ITS and the successful bidder), "Contractor" (the awarded company or companies), "Pricing" (the bidder's pricing schedules as set forth in Attachment 4), "Subcontractor" (any entity receiving funds from the vendor to perform work, requiring a separate responsibility questionnaire if valued at $100,000 or more), and "Unanticipated Enhancements" (additional functionality and deliverables unknown at the time of initial Statement of Work that the contractor and ITS mutually agree upon through a change request process). The procurement includes Service-Disabled Veteran-Owned Business (SDVOB) contracting goals at 6.00%, Minority-Owned Business Enterprise (MBE) goals at 15.00%, and Women-Owned Business Enterprise (WBE) goals at 15.00%, with all times referenced in Eastern Time.

APPENDIX E- GLOSSARY OF TERMS

IFB C000979 - Salesforce Professional Services Enterprise Agreement

Term Definition State or New York State Shall mean The People of the State of New York, which shall also mean the New York State Office of General Services and the

Office of Information Technology Services (ITS).

Subcontractor A subcontractor includes any entity that receives funds from the vendor to perform work on a contract awarded by the State. If the vendor will have a subcontractor perform part of the work, a separate responsibility questionnaire and review must be conducted if: the subcontractor is known at the time of the contract award; and the subcontract is valued at $100,000 or more.

For example, a vendor is awarded a contract worth $250,000 for an IT project. The vendor pays another firm $125,000 to write the software that will be used for the IT project. The firm is considered a subcontractor and must complete a questionnaire since their compensation is over $100,000.
