About this file
This document is an attachment to Request for Proposal C0000979 issued by the New York State Office of Information Technology Services for a Salesforce Implementation Enterprise Agreement and serves as the Technical Proposal Forms template for prospective bidders. The RFP seeks certified Salesforce Consulting Partners to provide professional implementation services supporting NYS's Salesforce environment over a three-year contract term. Bidders must submit technical proposals structured in five parts: an executive summary of their proposed approach, their corporate background and past performance, their staffing approach for statewide delivery of concurrent projects, their experience with centralized governance or Center of Excellence models, and their library of reusable Salesforce assets and frameworks. The proposal template specifies page limits for various sections, with the Bidder's Experience section limited to 10 pages, the Statewide Delivery of Professional Services section limited to 15 pages, the Centralized Governance Model approach limited to 5 pages, and the Reusable Assets sections limited to 3 pages each.
Bidders must demonstrate a minimum of $10,000,000 in verifiable sales to any U.S. public sector entity within a one-year period occurring between January 2021 and June 2026, and must provide descriptions of at least two engagements with reference customer contact information. At least one reference project must demonstrate large-scale Salesforce implementation for a public sector entity with multi-department or enterprise-wide deployment. Additionally, bidders must demonstrate experience managing a minimum of five concurrent Salesforce implementations across multiple agency instances and maintain a minimum pool of certified Salesforce resources across key roles including architects, developers, and administrators. The procurement includes contracting goals of 15 percent for Minority-Owned Business Enterprises (MBE), 15 percent for Women-Owned Business Enterprises (WBE), and 6 percent for Service-Disabled Veteran-Owned Businesses (SDVOB). No pricing information is permitted in the technical proposal submissions.
