About this opportunity

Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified consultants for planning services on a Safe Streets and Roads for All (SS4A) Supplemental Planning and Demonstration Project for the Gwinnett County Department of Transportation, with proposals due September 22, 2026 at 2:50 p.m. local time and a pre-proposal conference scheduled for August 27, 2026 at 11:00 a.m. via Microsoft Teams.

The scope encompasses the planning portion of a three-phase project: Base phase/Pre-NEPA (planning, NEPA activities, and pre-installation data collection); Option Phase 1 (design for pilot projects); and Option Phase 2 (construction and post-installation data collection). The project develops and implements safety interventions on locally maintained roads within Gwinnett County's high injury network using quick-build strategies and technology testing. All activities must be completed by December 31, 2029. Proposals must include one unbound original, four bound copies, and an electronic version submitted to Gwinnett County Financial Services – Purchasing Division, 75 Langley Drive, Lawrenceville, Georgia 30046.

The total fixed budget for the planning portion is $1.2 million with no additional funding anticipated. Evaluation uses a 130-point scale: Experience (25 points), Key Personnel Qualifications (15 points), Schedule (15 points), Understanding and Approach (35 points), References (10 points), Cost (10 points for shortlisted consultants only), and Interview (20 points if needed). The County may shortlist the highest-scoring firms for oral presentations at its discretion, with proposers bearing all preparation costs. Following qualifications-based evaluation, the County will initiate negotiations with the most highly qualified consultant to establish fair and reasonable compensation.

The consultant must comply with SS4A grant requirements, E-Verify participation, federal work authorization requirements, and all applicable Georgia worker verification and Americans with Disabilities Act regulations. Professional liability insurance with a $1 million limit and general aggregate of $2 million is required, with a Certificate of Insurance due within ten days of Notice to Proceed. Questions are due September 4, 2026 and should be directed to Michael Milstein, Purchasing Associate II.
