About this opportunity
The School Board of Volusia County, Florida is soliciting qualifications for Roof Renovation and Design Continuing Services through a competitive Request for Qualifications (RFQ No. 2025-002) under the Consultants' Competitive Negotiations Act (CCNA) and State Requirements for Educational Facilities (SREF). The district intends to select multiple architectural and engineering firms to provide roof renovation and design services on an as-needed basis for various projects throughout Volusia County. Firms must submit a comprehensive qualifications package with eight tabbed sections, including company profile, insurance and licensing, location, current workload, experience, past performance, project approach, and references. The evaluation criteria include weighted scoring across seven categories: Location (5 points), Current Workload (15 points), Experience (35 points), Past Performance (80 points), and Project Approach (20 points), totaling 100 possible points. Key procurement dates include a question deadline of November 20, 2024, submittal due date of December 16, 2024, shortlist firms meeting on January 16, 2025, and anticipated contract award on June 24, 2025. Firms must have a current Certificate of Qualification and demonstrate significant experience with K-12 educational facility roof renovation and design projects.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Fourteen consultant firms submitted proposals, with top-performing firms including Gale Associates, Inc. (71 points), Terracon Consultants, Inc. (56.17 points), and ECS Florida LLC (55.33 points). The initial contract term is two years, with potential renewals for up to three additional one-year terms. While specific budget ranges are not detailed, the procurement will utilize a negotiated fixed fee compensation method determined through subsequent contract negotiations. Existing infrastructure considerations include integration with current school district facilities and potentially working alongside existing supplemental vendors. The selection process will involve an initial shortlisting, potential interviews, and a final ranking by a selection committee, with the ultimate goal of establishing a pool of qualified firms to support ongoing roof renovation and design services for Volusia County Schools.
