About this opportunity
The City of Charlotte, North Carolina, issued Request for Proposal (RFP) #269.2026.188 on March 31, 2026, seeking qualified contractors to provide roof inspection and maintenance services across its portfolio of municipal buildings, including offices, fire stations, police division offices, terminals, equipment shops, museums, and arenas. The scope of services encompasses twice-yearly scheduled roof inspections for approximately 300+ City-owned facilities organized across nine sections by department (CATS transit, CDOT, Charlotte Fire Department, CMPD, Charlotte Water, cultural institutions, parks and recreation, communications towers, and transit centers), along with on-call services for unscheduled inspections, minor repairs, and maintenance. Deliverables include gutter and downspout cleaning, roof drain inspection and testing, coping cap and flashing inspection, counterflashing repairs, gravel stop evaluation, membrane and blister assessment, and digital photo documentation with detailed reporting, with inspection packages due within thirty days of service completion. The anticipated contract term is three years with two optional one-year renewal periods, and proposals must be submitted by 3:00 p.m. on April 21, 2026, through the Bonfire e-Procurement Portal, with a non-mandatory pre-proposal conference scheduled for April 13, 2026, at 8:30 a.m. via Microsoft Teams. Evaluation criteria include contractor experience with roof system types (20 points), personnel qualifications and certifications including Registered Roof Observer (RRO), Registered Roof Consultant (RRC), and HAAG credentials (20 points), technical approach and quality assurance procedures (20 points), pricing structure (30 points), and exceptions to sample contract terms (10 points). Required qualifications include a valid North Carolina General Contractor license, ability to maintain a minimum of two company employees on site, designation of a competent bilingual supervisor reachable via cell phone during business hours, provision of a one-year warranty on all materials and workmanship, and willingness to undergo Charlotte-Mecklenburg Police Department background checks.
The City of Charlotte has established a goal waiver under the Charlotte Business INClusion (CBI) Program but strongly encourages participation by certified Minority-owned, Women-owned, and Small Business Enterprises (MWSBEs) whenever possible; proposers must submit the CBI Form 3 documenting all M/W/SBE subcontractors and suppliers at proposal opening, and M/W/SBEs must be currently certified with the City as of the proposal opening date to receive credit toward contract goals. Proposers must comply with federal compliance requirements applicable to federally-funded contracts, including Disadvantaged Business Enterprise (DBE) participation reporting, Byrd Anti-Lobbying Certification, debarment certification, civil rights protections, and non-discrimination practices in subcontractor and supplier selection. All selected contractors must provide insurance certificates meeting or exceeding requirements in the sample contract, and routine operations are restricted to 8:00 a.m. to 4:00 p.m., Monday through Friday, except City-observed holidays. Contract award requires City Council approval, and no incumbent vendors or current contractors are identified in the solicitation materials. Pricing shall include fixed prices for scheduled inspections and routine maintenance, hourly rates for emergency response and non-routine repairs organized by labor category (Superintendent, Skilled Technician, Helper, Roofing Foreman, Roofing Technician, and License Qualifier) across three time classifications (Regular, Overtime, and Emergency hours), and materials and subcontractor markups; however, no specific budget range or contract award value is provided in the solicitation documents.
