About this file

This is a Byrd Anti-Lobbying Certification form for Project 269.2026.188, associated with a roof inspection and maintenance services contract opportunity for the City of North Carolina. The certification document serves as a mandatory compliance requirement for contractors bidding on this City-managed project, which involves inspecting and maintaining roofs across a diverse portfolio of municipal buildings including offices, fire stations, police facilities, terminals, equipment shops, and cultural venues such as museums and arenas. The City expects roof repairs to be minimal, and prospective contractors are required to familiarize themselves with the full scope of services and all project site locations prior to proposal submission.

The Byrd Anti-Lobbying Certification requires the undersigned company to certify that no federal appropriated funds will be used to influence government officials in connection with the contract award, and that any non-federal funds used for lobbying activities must be disclosed on Standard Form-LLL in accordance with 31 U.S.C. § 1352. The certification mandates that all subrecipients and subcontractors at all tiers include identical language in their award documents and provide corresponding certifications. Contractors must understand that false certification carries civil penalties ranging from $10,000 to $100,000 per violation, and that the provisions of 31 U.S.C. § 3801 et seq. apply to all certifications and disclosures submitted. The form requires an authorized company representative to sign and provide company name, address, and date of execution.
