About this opportunity
The Los Angeles County Sheriff's Department is seeking qualified contractors to provide alternative jail programs and services for adult offenders in County jails through a Request for Statement of Interest (RFSI). The procurement solicits contractors to deliver comprehensive inmate support services, including literacy education, vocational training, job readiness services, re-entry and substance abuse counseling, legal education, parenting and life skills instruction, fitness training, and art/music therapy. Respondents must demonstrate the ability to provide these services at no cost to the County, with a requirement to secure independent funding sources. Contractors must supply a minimum of one staff member to deliver services, with instructional staff potentially needing industry certifications or proven field experience. All proposed services are subject to prior approval by the Department's Custody Division Project Director. The opportunity was posted on July 17, 2017, with a due date of January 16, 3025, allowing an extraordinarily long window for potential respondents to submit their Statement of Interest. Interested contractors must successfully pass a comprehensive background investigation and complete an Application for Access to Custody Facilities.
The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. Respondents must be prepared to fully fund and staff the proposed programs without any expectation of future payment from Los Angeles County. All personnel providing services must undergo rigorous background checks and obtain appropriate clearances to work within county jail facilities. While the specific award value is not detailed in the provided documentation, the procurement appears designed to establish multiple contractor relationships to support alternative inmate programming. The County reserves the right to select one or more qualified contractors based on their demonstrated capabilities and proposed service offerings. No information is provided about incumbent vendors or existing technological infrastructure that would require integration. The procurement emphasizes a collaborative approach to delivering comprehensive rehabilitation and support services for adult offenders within the Los Angeles County jail system.
