About this file

This is a Bulletin document related to a Request for Statement of Interest (RFSI) issued by the Los Angeles County Sheriff's Department for alternative programs and services to be provided to adult offenders in County jails. The Department seeks qualified contractors to deliver services on an as-needed basis, including literacy education, vocational training, job readiness services, re-entry and substance abuse counseling, legal education, parenting and life skills instruction, fitness training, and art/music therapy. Respondents must demonstrate adequate staffing with a minimum of one staff member dedicated to service delivery, and all instructional personnel may be required to hold appropriate industry certifications or documented field experience. Respondents must submit a Statement of Interest demonstrating their ability to successfully implement the proposed services as outlined in Appendix B of the RFSI.

Services must be provided at no cost to the County, with respondents responsible for identifying and securing adequate funding sources with no expectation of future County payment. All respondent personnel providing services in County jails must successfully complete a background investigation to the County's satisfaction and submit an Application for Access to Custody Facilities. Prior to contract execution and service delivery, all proposed services are subject to approval by the Department's Custody Division Project Director or designee. The contracting structure accommodates one or more qualified contractors based on capability and availability to meet the County's alternative programming needs.
