About this opportunity

The Marin Housing Authority (MHA) has issued a Request for Qualifications (RFQ-2024-01) for architectural and engineering services targeting infrastructure improvements across its housing portfolio in Marin County and San Francisco. The procurement seeks qualified, licensed, and insured firms to provide "as-needed" architectural and engineering services for general construction and rehabilitation projects, with two immediate priority needs: replacing 524 existing exterior light fixtures with energy-efficient LED systems at the Golden Gate Village complex (a National Register of Historic Places property) and conducting comprehensive mapping and evaluation of existing irrigation systems. Proposers must submit qualifications through the OpenGov Marin Housing Authority Procurement Portal, with proposals due by November 27, 2024, at 11:59 pm. The evaluation criteria include demonstrated understanding of requirements (25 points), technical approach (10 points), technical capabilities and management plan (25 points), experience and past performance (30 points), and overall proposal quality (10 points). A non-mandatory pre-proposal meeting is scheduled for November 20, 2024, and the initial contract term is two years, with potential extensions up to a total of five years.

The RFQ encourages participation from diverse businesses, including minority-owned, woman-owned, and veteran-owned firms. While specific set-aside designations are not explicitly detailed, the procurement documents include HUD Form 92010, which emphasizes non-discrimination requirements and equal employment opportunity clauses. MHA currently manages ten HUD public housing developments, four non-HUD public housing properties, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers, indicating a substantial and complex housing infrastructure. The contract will have a guaranteed minimum amount of $4,000 and a not-to-exceed maximum of $400,000 annually. MHA reserves the right to award contracts to multiple firms and will negotiate fees with top-ranked proposers. The project involves working with historically designated properties and requires comprehensive architectural and engineering services, including design, construction management, cost estimating, and various engineering specialties. Proposers must comply with federal requirements, including equal employment opportunity, Davis-Bacon wage standards, and anti-discrimination provisions.

Opportunity text

Currently, MHA owns and/or manages and/or is in partnership for: ten developments of HUD public housing (including one in the National Register of Historic Places and the California Register of Historical Resources), four non-HUD funded public housing properties, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers. MHA has two operations offices with approximately 54 employees.

MHA intends to award a contract to a firm or firms to provide "as needed" architectural and engineering services (A/E) for various general construction and rehabilitation projects as described in Section 5.0 Scope of Work/Technical Specifications.

Currently, MHA has an immediate and urgent need for exterior lighting infrastructure energy efficiency upgrades throughout MHA's Golden Gate Village complex (the NRHP - Registered property). The project would replace 524 existing, inefficient and outdated exterior light fixtures (original to the complex's 1960 construction) with new, energy efficient LED systems. The fixtures light the parking lot, pathways, and exterior parking canopies of the complex.

In addition, MHA has an immediate and urgent need for comprehensive mapping and evaluation of existing irrigation systems; identify and document issues; provide detailed assessment reports with recommendations; and perform necessary repairs and updates based on the assessments.
