RFQ-2024-01: Architectural/Engineering Services Summary
This is a Request for Qualifications (RFQ) issued by the Marin Housing Authority (MHA) for architectural and engineering services to support general construction and rehabilitation projects across its housing portfolio. MHA seeks qualified firms to provide "as-needed" A/E services with two immediate priority projects: replacing 524 exterior light fixtures with energy-efficient LED systems at the Golden Gate Village complex (a National Register of Historic Places property) and conducting comprehensive mapping, evaluation, and repair of existing irrigation systems across MHA properties. MHA manages ten HUD public housing developments, four non-HUD public housing properties, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers. A non-mandatory pre-proposal meeting is scheduled for November 20, 2024, at 1:00 pm via Microsoft Teams. The deadline for submitting questions is November 22, 2024, at 11:59 pm, with proposals due November 27, 2024, at 11:59 pm through the OpenGov Procurement Portal. MHA intends to award a two-year initial contract with three optional extensions available, for a cumulative term not to exceed five years, with the potential to award contracts to multiple vendors.
Evaluation criteria are weighted as follows: demonstrated understanding of MHA's requirements (25 points), appropriateness of technical approach and service quality (10 points), technical capabilities and management plan (25 points), demonstrated experience and past performance, particularly with HUD agencies (30 points), and overall proposal quality and professional appearance (10 points). The contract guarantees a minimum of $4,000 annually and has a not-to-exceed maximum of $400,000 annually. MHA reserves the right to negotiate pricing with top-ranked proposers, award contracts to multiple firms, and modify selection procedures. All responses must be submitted electronically and become MHA property. Proposers must comply with federal requirements including equal employment opportunity, Davis-Bacon wage standards, and non-discrimination provisions. MHA will place particular emphasis on proposers' experience with HUD agencies and similar service delivery.

Request For Proposal #RFQ-2024-01 Title: RFQ for Architectural/Engineering Services
1. Introduction
1.1. Summary
Currently, MHA owns and/or manages and/or is in partnership for: ten developments of
HUD public housing (including one in the National Register of Historic Places and the
California Register of Historical Resources), four non-HUD funded public housing properties, 100 Tax Credit Units, and over 3,200 Section 8 Tenant Housing Vouchers.
MHA has two operations offices with approximately 54 employees.
MHA intends to award a contract to a firm or firms to provide "as needed" architectural and engineering services (A/E) for various general construction and rehabilitation projects as described in Section 5.0 Scope of Work/Technical Specifications.
Currently, MHA has an immediate and urgent need for exterior lighting infrastructure energy efficiency upgrades throughout MHA’s Golden Gate Village complex (the NRHP - Registered property). The project would replace 524 existing, inefficient and outdated exterior light fixtures (original to the complex’s
1960 construction) with new, energy efficient LED systems. The fixtures light the parking lot, pathways, and exterior parking canopies of the complex.
In addition, MHA has an immediate and urgent need for comprehensive mapping and evaluation of existing irrigation systems; identify and document issues;
provide detailed assessment reports with recommendations; and perform necessary repairs and updates based on the assessments.
1.2. Background
It is the intent of this RFQ to establish a term contract or contracts for the listed services for an initial award of two (2) years; three (3) extension options may be extended for a contract or contracts not to exceed a cumulative total length of five (5) years, with a vendor or multiple vendors.
Please RSVP for the optional "Pre-bid Meeting" (conducted via Microsoft Teams) at the top of this page:
