About this opportunity

The City of Meriden, located in New Haven County, Connecticut, is seeking proposals from qualified firms to conduct tax audits for business personal property assessments. The procurement, identified as RFP026-38 Assessor Audits, aims to audit approximately 510 business accounts over a 36-month period, with an average of 170 accounts to be reviewed annually. The selected firm will analyze Personal Property Declarations provided by the City Assessor, conduct site visits, and verify reported property values for businesses ranging from small establishments to large commercial and industrial entities. Proposers must submit electronic proposals by January 16, 2026, at 11:00 a.m. through the City's eProcurement Portal, with questions due by January 9, 2026, at 4:00 p.m. The evaluation criteria will assess qualifications of staff (25 points), experience with similar auditing work (25 points), proposed work schedule and service delivery timeframe (25 points), and client references (26 points). Firms may price their services using either a flat fee per account audit or a contingency fee percentage structure.

No specific set-aside designations or restrictions for disadvantaged enterprises are mentioned in the procurement documents. The contract is open to qualified firms capable of performing comprehensive tax audits, with no incumbent vendor identified. Proposers must maintain appropriate state licenses, provide a Certificate of Insurance covering general liability, automobile liability, and workers' compensation, and comply with Connecticut employment discrimination statutes and the City of Meriden's Code of Ethics. While a specific budget range is not explicitly stated, the procurement suggests that pricing will be determined based on the number of accounts audited and the chosen fee structure (flat fee or contingency). The professional services agreement template indicates a potential three-year initial contract term with options to extend for up to two additional one-year periods, not to exceed five years total. Successful bidders will be expected to provide detailed audit reports, conduct thorough site visits, and work closely with the City Assessor to verify and potentially adjust business personal property valuations.
