About this opportunity
Harris County, Texas, is seeking qualified vendors through a Request for Proposal (RFP) to provide comprehensive turn-key maintenance, repair, and replacement services for five high-security jail facilities operated by the Harris County Sheriff's Office. The services encompass all building systems, equipment maintenance, general housekeeping, and landscape services across approximately 1.685 million gross square feet of facilities located at 701 N. San Jacinto, 700 N. San Jacinto, 1200 Baker Street, 1307 Baker Street, and 1201 Commerce Street, operating 24 hours daily, seven days weekly. Vendors must establish a Service Response Center and respond to emergency work requests within 15 minutes with restoration within four hours, potential emergency requests within one hour with restoration within eight to twelve hours, and non-emergency requests within two hours with restoration within 24 to 36 hours. The contract requires a minimum staffing level of 103 line staff positions plus management personnel including one general manager, one operations manager, three building managers, one project manager, one Service Response Center Manager, and specialized technicians and tradespeople in various trades including electricians, plumbers, painters, maintenance mechanics, and stationary engineers with specified experience requirements and licensure. The mandatory site visit schedule is May 4-5, 2026, with visits required at specified jail facilities during the morning hours, and the proposal due date is May 18, 2026, at 2:00 p.m. Houston time. Evaluation criteria include overall completeness and responsiveness (10%), qualifications and experience (30%), technical capability and expertise (25%), references (5%), and pricing (30%). The initial contract term is one year with four optional one-year renewal periods available at the same terms and conditions, subject to Harris County Commissioners Court approval.
Harris County has established a Minority- and Woman-Owned Business Enterprise (M/WBE) participation goal for this procurement, requiring bidders to make good faith efforts to meet or exceed the specified M/WBE goal percentage through subcontracting or direct participation by certified M/WBE firms, with failure to demonstrate adequate participation or good faith efforts resulting in bid rejection. Bidders must comply with prevailing wage requirements under Texas Government Code Section 2258 and Harris County's Contractor Minimum Wage Policy requiring payment of at least $21.65 per hour (whichever is greater), with weekly certified payroll submission required. All contractors must provide workers' compensation insurance with employers' liability limits of $1,000,000, commercial general liability with per-occurrence limits of $1,000,000 and general aggregate of $2,000,000, automobile liability with combined single limits of $1,000,000, and umbrella/excess liability of $1,000,000, with Harris County named as additional insured on a primary and non-contributory basis. Contractors and all personnel requiring facility access must complete background clearance checks, comply with the Texas Criminal Justice Information System (CJIS) Access Policy, and pass security screening; individuals with outstanding warrants will be denied entry and taken into custody. The contract integrates with the existing Harris County Sheriff's Office E-LOG system on the Facilities Management Inc. (FMI) SharePoint platform for work request submission and management, and vendors must provide a comprehensive maintenance management system with technical support, hardware, and software for use by both the sheriff's department and FMI Facilities Center. The RFP does not specify a total contract value or budget range, though the scope of services and staffing requirements across multiple large facilities suggest a substantial contract value; all pricing must be all-inclusive with no separate line items accepted.
