The City of Houston is soliciting proposals under RFP-2026-0025 for conveyance system operations and maintenance at George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU), and Ellington Airport & Spaceport (EFD), with a pre-proposal conference on November 19, 2026 and proposals due January 7, 2027. Performance standards are 99.50 percent system reliability and 99.00 percent maintenance completion, with deductions of $500 per percentage point below target.

The five-year term is priced against the Fee Schedule (Attachment F), which sets standard labor rates for mechanics, apprentices, and laborers during normal business hours (Monday through Friday, 7:00 a.m. to 5:00 p.m.), plus after-hours and weekend and holiday rates. Place of performance is the three airports in Harris County, Texas.
