About this opportunity
The Broward Sheriff's Office is requesting proposals for an online web-based promotional products ordering system serving over 100 departments and divisions throughout Broward County, with proposals due October 7, 2026 through the Bonfire platform. A 5-point CBE/SBE certification bonus applies within the evaluation scoring but does not restrict eligibility.
The system must be a fully hosted and maintained e-commerce platform supporting drinkware, bags, lanyards, notepads, pens, business cards, and door hangers with custom artwork variations including district-specific phone numbers and names. Integration with BSO's existing Euna's EqualLevel Platform, PeopleSoft, and Workday ERP systems is preferred. The platform must provide secure password-protected access, support major web browsers, generate detailed invoices within five days of shipment, and integrate cXML PunchOut catalog capabilities where possible. Proposers must submit physical samples of a 12-ounce stadium cup, lanyard with hook, and 3.5" x 5.5" notepad with logos by October 2, 2026, mailed to the Purchasing Manager at BSO's Fort Lauderdale location.
The contract term is three years beginning October 1, 2026, with two optional one-year renewal periods. Pricing must be submitted on two attachments: Attachment A for fixed pricing on 93 core items with all setup and delivery charges included F.O.B. Destination, and Attachment B for discount percentages off published catalog prices for non-core items. Tier pricing must display quantity-based cost breaks. Core item prices remain fixed during the initial term with adjustments at anniversary or renewal dates limited to Consumer Price Index increases capped at 5% without substantial documentation. Proposers must submit three years of financial statements, SEC filings, or Dun & Bradstreet reports demonstrating financial stability.
Evaluation criteria total 100 points: qualifications and experience (20 points), price for core and non-core items (20 points), project approach (20 points), PunchOut integration capability (20 points), product quality (15 points), and CBE/SBE certification (5 points). Award will be made on a best-value basis to one or multiple proposers. BSO reserves the right to extend the contract to other departments and permits other Florida municipalities and governmental agencies to utilize the RFP under the Southeast Florida Governmental Purchasing Cooperative Group. Proposals submitted by email, fax, or methods other than Bonfire will not be accepted. Addendum 2 amended the sample agreement and scope of services, advancing the sample submission deadline from September 23 to October 2, 2026.
