About this file

This Scope of Services document outlines the requirements for the Broward Sheriff's Office (BSO) to establish an online web-based promotional products ordering system serving over 100 departments and divisions throughout Broward County. The system must be an e-commerce platform with preferred interface compatibility to BSO's existing Euna's EqualLevel Platform, PeopleSoft, and Workday ERP systems. The promotional products include drinkware, bags, lanyards, notepads, pens, business cards, and door hangers with multiple artwork variations and customization options including custom phone numbers and district names. Proposers must submit samples of three items (a 12oz stadium cup, a lanyard with hook, and a 3.5" x 5.5" notepad, all with logos) by September 23, 2026, mailed to the Purchasing Manager at the BSO Fort Lauderdale location. The contract term is anticipated to be three years with two optional one-year renewal options. BSO reserves the right to award to one or multiple proposers.

Pricing must be submitted on two separate attachments: Attachment "A" for fixed pricing on core list items with all setup and delivery charges included on an F.O.B. Destination basis, and Attachment "B" for discount percentages off published catalog prices for non-core items. Tier pricing must display quantity-based cost breaks, and prices for core items shall remain fixed during the initial agreement term with adjustments thereafter only on anniversary/renewal dates based on the Consumer Price Index, capped at 5% increases without substantial documentation. The proposed system must be fully hosted and maintained by the awarded proposer, display product images, descriptions, tiered pricing, and logo previews, provide secure password-protected access, support major web browsers, integrate with cXML PunchOut catalog capabilities where possible, and generate detailed invoices within five days of shipment. Evaluation criteria include qualifications and experience (20 points), price (20 points), project approach (20 points), punch-out integration (20 points), quality of products (15 points), and CBE/SBE certification (5 points), with award recommendations made on a best value basis rather than lowest price alone.
