About this opportunity
Palm Beach County Board of County Commissioners Procurement Department issued Request for Pre-Qualification (RPQ #26-034/NV) to establish a vendor pre-qualification list for the supply of promotional items, plaques, trophies, and memorial bricks/stones for purchase and delivery under a sixty-month term contract. The procurement seeks vendors capable of providing customizable promotional goods including apparel, drinkware, office supplies, sports equipment, and emergency items, as well as engraved plaques, trophies, and memorial bricks/stones that comply with Consumer Product Safety Commission standards and industry regulations. All items must be personalized through methods such as mechanical engraving, laser engraving, hot stamping, screen printing, or sublimation, and are subject to county approval prior to completion. Vendors may respond for one or more of three categories: promotional items, memorial bricks/stones, and plaques/trophies. Pre-qualified vendors will be invited on an as-needed basis to submit written price quotes for specific projects, with individual projects equal to or exceeding $150,000 subject to formal competitive sealed bidding. Pricing must remain firm for ten days from quote submittal and include all setup charges, labor, materials, transportation, and freight with no additional fees permitted. The submission deadline is May 7, 2026, at 4:00 p.m. ET, with a question deadline of April 23, 2026.
Awards will be made on an all-or-none basis to the lowest responsive, responsible vendor, with a ten percent Small Business Enterprise (SBE) price preference and Local Preference provisions applied. Prospective vendors must maintain Commercial General Liability Insurance of at least $500,000, Business Auto Liability of at least $500,000, and Workers' Compensation coverage as required by Florida Statute Chapter 440. Delivery shall be FOB destination with vendor responsibility for all transportation risk and claims, and failure to meet specified delivery dates constitutes grounds for contract termination and default. Prime contractors must complete OSBD Schedules 1-4 identifying themselves and any subcontractors/subconsultants as either SBE or Non-SBE entities, with separate schedules required for payment requests throughout the contract lifecycle. The anticipated contract value over the sixty-month contract period is $2,989,100, with contract funding subject to expenditure until the term concludes or estimated funding is depleted.
