About this opportunity
The Perimeter Community Improvement Districts (PCIDs) in DeKalb and Fulton Counties, Georgia, have issued a Request for Proposals seeking qualified consultants to conduct a feasibility study for last mile transit connectivity services within the four-square-mile PCID boundaries centered on the Dunwoody MARTA Rail Station. The procurement requires consultants to evaluate and recommend alternatives for on-demand microtransit services (such as MARTA Reach), autonomous shuttle services, and enhanced vanpool programs, with deliverables including zone definitions, service characteristics, demand forecasts, identification of autonomous shuttle route corridors, potential partnerships, operational considerations, and vanpool enhancement options with cost estimates. Qualified firms must demonstrate experience in evaluating and recommending alternatives for technical and financial feasibility of these service delivery types. The contract term is one year commencing ten working days from notice to proceed, with a maximum study completion timeline of nine months. Proposals are due electronically by 3:00 p.m. on Thursday, April 2, 2026, with questions required by 3:00 p.m. on Wednesday, March 18, 2026, and responses posted by 3:00 p.m. on Tuesday, March 24, 2026. Technical proposals must not exceed ten pages and include sections on technical approach, project management, consultant and staff experience, staff qualifications with organizational chart, and detailed cost proposals. Evaluation criteria include experience with similar implemented studies (50 percent weight), recommended approach (30 percent), three references from similar projects (10 percent), and budget allocation by task (10 percent).
The RFP does not specify set-aside designations or restrictions on organization types that can respond, nor does it identify incumbent vendors or current contractors. No disadvantaged enterprise requirements are noted in the procurement documents. The project budget is $225,000, with consultants required to provide a task-by-task budget breakdown. The PCIDs received grant funding from the Atlanta-Region Transit Link Authority (ATL) to support this feasibility study. The Selection Committee will score all proposals and provide recommendations to the PCIDs Board of Directors for final contract award. The PCIDs reserves the right to reject any or all proposals and re-advertise if necessary. No bidder's conference or mandatory site visit is specified in the RFP documents.
