About this opportunity
The Oregon Department of Fish and Wildlife (ODFW) is requesting proposals for a retrospective analysis of Oregon's Greater Sage-Grouse (GRSG) Mitigation Programs under RFP #S-63500-00017845, with proposals due September 14, 2026.
The scope requires comprehensive review of existing state GRSG mitigation programs and recommendations for structuring and improving future programming. Deliverables comprise eight monthly progress reports, a sage-grouse mitigation program documentation review, a private landowner credit program assessment, a public lands mitigation opportunities and barriers report, a draft final report, and a final report. All material, equipment, labor, travel, and overhead must be included in the proposed price. The State reserves the right to increase, decrease, or remove deliverables to accommodate budgetary constraints.
The contract term runs from the effective date through June 30, 2027. Work product created becomes the exclusive property of ODFW; the contractor retains only a non-exclusive, perpetual, royalty-free license to pre-existing contractor intellectual property. Payment is contingent upon ODFW receiving sufficient appropriations and expenditure authority within its biennial budget.
Evaluation is structured around four scored components: Understanding of Requested Services (25 points, 4-page limit), General Qualifications and Demonstration of Expertise (25 points, 4-page limit), References via Attachment D (20 points), and Cost Sheet via Attachment E (30 points). Proposers must demonstrate comparable projects completed within the last three years, including project size, duration, and whether work was completed within original budget and deadlines.
The contractor must maintain comprehensive insurance: Workers' Compensation, Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), and Professional Liability ($1 million per claim / $2 million aggregate). A Responsibility Inquiry form (Attachment G) requires disclosure of financial, criminal, and civil history and compliance with Oregon business authorization and tax requirements. A Pay Equity Certificate is required if the offeror employs 50 or more full-time workers and the contract price exceeds $500,000. Offerors must complete a Certified Disadvantaged Business Outreach Plan (Attachment F) identifying COBID certifications (DBE, MBE, WBE, SDV, VBE, ESB, OSBE) and anticipated subcontracting opportunities, though this submission is not scored.
