About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for an Oregon Department of Administrative Services (DAS) Request for Proposals issued by the Oregon Department of Fish and Wildlife (ODFW) under RFP #S-63500-00017845. The procurement seeks a retrospective analysis of Oregon State Greater Sage-Grouse (GRSG) Mitigation Programs with recommendations for structuring and improving programming. The attachment requires offerors to complete a mandatory form documenting their outreach efforts to certified disadvantaged business enterprises, including identification of current certifications, past contractual relationships with certified firms, anticipated subcontracting opportunities, and planned solicitation strategies for certified subcontractors if awarded the contract.
The outreach plan requires offerors to disclose whether they are Oregon-certified firms under ORS 200.055 through the Oregon Certification Office for Business Inclusion and Diversity (COBID) in categories including Disadvantaged Business Enterprises (DBE), Minority-Owned Businesses (MBE), Women-Owned Businesses (WBE), Service-Disabled Veteran-Owned (SDV), Veteran-Owned Businesses (VBE), Emerging Small Businesses (ESB), and Oregon Small Business Enterprises (OSBE). Offerors must provide detailed information regarding subcontracting opportunities, estimated dollar values for each opportunity, steps to solicit certified firms, and willingness to report subcontractor identity and values to COBID. The information submitted in response to this clause is not scored in the evaluation process, though submission is required for offers that anticipate subcontracting opportunities.
