About this opportunity
The City of Long Beach is requesting proposals for the purchase and operation of twelve modular Connect Shelters containing thirty-three single-occupancy residential units under RFP CE-26-705, with proposals due June 5, 2026 and an optional site visit and pre-proposal meeting on April 15, 2026 at 1375 North Olive Street, Ventura, California. The award is a one-time contract to one or multiple organizations; no local-vendor preference applies because the RFP is explicitly funded by tidelands, grant, or California state funds.
The scope consists of twelve modular shelter units—each approximately 10 feet by 10 feet and configured to contain 2 or 3 single-occupancy residential units—originally manufactured under a 2022 state grant for interim housing for people experiencing homelessness. The units feature private in-unit restrooms, showers, HVAC systems, fire suppression systems (Reliable Model RFC30LL recessed sprinklers), Nest smoke and carbon monoxide alarms, and Class A fire-rated exterior siding and interior panels. Each unit is State of California Housing & Community Development certified under the California Residential Code and HUD Code (24 CFR Part 3280). Units are ADA-accessible and include detailed architectural floor-plan specifications and visual reference documentation.
The awarded organization must assume full responsibility for transportation from storage in Ventura (currently $1,200 monthly storage fees through T&T Truck & Crane Service), all necessary permitting, installation, ongoing operations, and funding identification covering acquisition, transportation, and relocation costs. No financial or operational support from the City is provided. The organization must demonstrate financial feasibility and provide a business plan describing intent to provide interim housing for people experiencing homelessness or alternative proposed uses.
Evaluation criteria are organizational capacity and experience (25%), method of approach (25%), communications and reporting (20%), and reasonableness of cost (30%). Local businesses with brick-and-mortar commercial locations receive 10 extra credit percentage points; home-based businesses receive 5 points. The City will evaluate proposals approximately every 30 days during June through September 2026. Questions are due April 22, 2026. Proposers must be qualified to conduct business in Long Beach, not debarred, and must hold mandatory licenses. The City does not reimburse proposal development costs and retains the right to award to multiple contractors, reject all proposals, negotiate final terms, and subject any award to City Council or City Manager approval. Addendum 1 (issued April 30), Addendum 2 (issued April 30), and Addendum 3 (issued June 2) have been released; acknowledgment of all addenda is required.
