About this opportunity
The City of Long Beach, California is soliciting proposals from professional consulting firms and individuals for as-needed plan review and inspection services to supplement its Building and Safety Bureau under RFP DV-26-713, with proposals due electronically via LongBeachBuys.com by 11:00 a.m. PST on December 18, 2026. The City adds extra credit percentage points to evaluated bids: five points for local home-based residential businesses and ten points for local non-residential brick-and-mortar businesses that maintain a principal place of business within Long Beach and hold current business licenses.
Scope covers plan review of construction documents for compliance with California Building Standards and the Long Beach Municipal Code, field inspections, permit center counter services, plan review and inspection for cannabis businesses, building code training, ADA Certified Access Specialist (CASp) program expertise, Building Seismic Resiliency Program support, and Accessory Dwelling Unit and Pre-Approved ADU (PAADU) services. Proposers must demonstrate familiarity with CBC, IBC, MEP, fire, and ADA codes and with instant messaging platforms. Minimum qualifications require three years of experience performing the proposed services for governmental or public agencies (five years preferred), applicable ICC plans examiner, inspector, or permit technician credentials or California Professional Engineer credentials, and, for plan reviewers, a bachelor's degree in a building and construction-related field. Awarded contractors must provide proof of subcontractor payments and complete cyber security training if requested.
The contract carries an initial two-year term with options to renew for three additional one-year periods, not to exceed five years total. Pricing must take the form of a fixed hourly fee schedule specifying labor, indirect costs, and subcontractor costs. The City will not reimburse mileage, office supplies, overhead, or computer equipment. Contractors located outside the Los Angeles/Orange County area should not assume travel reimbursement without prior approval.
Evaluation weights are technical competency and certifications (20%), capacity and staffing plan responsiveness (20%), technology familiarity and program integration (20%), cost proposal and pricing transparency (20%), customer interaction and communication (15%), and performance of optional services (5%). The City may award to a single or multiple contractors and is not obligated to accept the lowest-priced proposal.
The timeline includes an optional pre-proposal virtual meeting on November 10, 2026 at 11:00 a.m. PST, questions due November 25, 2026, responses posted by December 4, 2026, and proposals due December 18, 2026. Evaluation occurs in January 2027, with interviews and negotiations to follow as needed. Proposals remain valid for 90 days after the submission deadline. Proposers must certify federal suspension and debarment status under Executive Order 12549 and 2 CFR Part 180 Subpart C, and contracts of $100,000 or more trigger Equal Benefits Ordinance certification.
