About this file

This is Addendum No. 3 (Q&A 2) to Request for Proposals No. CE-26-705 issued by the City of Long Beach Department of Financial Management on June 2, 2026, concerning the purchase and use of Connect Shelters. The addendum addresses six questions submitted by proposers regarding the certification standards, labeling, approvals, transferability restrictions, fire suppression systems, and documentation related to the modular shelter units. Proposers are required to acknowledge receipt of this addendum by signing and submitting it with their proposals, and failure to do so may result in disqualification.

The Connect Shelters are certified by the State of California Housing & Community Development (HCD) as residential sleeping units approved under the California Residential Code for permanent installation and incorporate requirements within HUD Code (24 CFR Part 3280). State labels are issued after the modulars are installed at their permanent location and inspected by the State. Plans for site improvements and related infrastructure were developed by Kardent and are included in Addendum 3 Exhibits. There are no restrictions on subsequent transfer, resale, lease, or relocation of the units by the awarded organization, though any organization relocating units outside California bears sole responsibility for confirming acceptance of HCD certification in the intended state. Each unit is equipped with Reliable Model RFC30LL recessed sprinklers, Nest smoke and carbon monoxide alarms, Class A fire-rated exterior siding, and Class A fire-rated interior panels. Engineering drawings and specifications are available in Addendum 3 Exhibits; however, the original bill of sale is not available.

This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.25 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The City would like to make the following updates:

• Addendum 3 Exhibits attached.

The questions and answers are as follows:

1. Q: Were the Connect Shelters units manufactured to the federal HUD Code (24

CFR Part 3280), to the California HCD Factory-Built Housing / Modular standard, to the California Building Code as on-site structures, or under a temporary shelter/emergency housing classification?

A: All Connect Shelters are Certified by the State of California Housing & Community Development (HCD) as residential sleeping units and are approved based on the California Residential Code for permanent installation. Once installed, they are no different than any other permanent residence in California.

HCD certification incorporates the requirements within HUD Code (24 CFR Part 3280).

2. Q: Do the units bear a California HCD insignia, a HUD label, or any third-party inspection agency (e.g., RADCO, PFS) data plate? If so, can the City provide copies of the insignia/label documentation, approved plan sets, and any in-plant inspection records?

A:Labels were not given by the state as this typically happens after the modulars are in place at the permanent location and inspected by the State.

Addendum No. 2 RFP CE-26-705

3. Q: Were any state, county, or local building, occupancy, or factory-inspection approvals issued for the units (including any approved plans or certificates tied to the originally intended Port of Long Beach site)?

A: Plans developed for the site improvements and other related infrastructure were developed by Kardent and are included. Please refer to “Addendum 3 Exhibits.”

4. Q: Will the eventual purchase agreement contain any restrictions on subsequent transfer, resale, lease, or relocation (including relocation outside of California) by the awarded organization?

A: There are no restrictions related to these units. As stated in the RFP Section

2.1 Description of Services, “the Awarded Organization(s) are responsible for the acquisition of all necessary and applicable permits for the transportation, installation, and operation of the awarded units.” If the Awarded Organization(s) intends to transfer the units outside of California, it is the Organization’s sole responsibility to confirm if the intended state will accept certification through HCD and/or what the process for certification would be in any state the Organization intends to relocate the modulars to.

5. Q: Do the units have fire suppression built in?

A: Yes, each of the units have built in fire suppression systems as well as other fire safety features. Each sleeping unit has a Reliable Model RFC30LL recessed sprinklers. There are Nest smoke and carbon monoxide alarms. Additionally, the siding utilized on the outside of each unit is Class A fire rated as well as interior panels are also Class A fire rated.

6. Q: Can we get a copy of the original bill of sale, the engineering drawings and specifications?

A: Refer to “Addendum 3 Exhibits” for engineering drawings and specifications.

Please note the City does not have a copy of the original bill of sale, and it is not included in the attached exhibit.
