About this file
This is Addendum No. 1 to Request for Proposals No. CE-26-705 issued by the City of Long Beach Department of Financial Management for the purchase and use of Connect Shelters. The addendum clarifies that 12 modular shelter units are available for purchase, with each unit measuring approximately 10' x 10' and divided into either 2 or 3 single-occupancy units for a total of 33 individual units. The City prefers to award to a single organization but is open to awarding to multiple organizations based on proposals submitted. The City will award shelters to the highest scoring proposer or proposers based on evaluation criteria outlined in Section 3.2 of the RFP, rather than awarding based on bid price.
The City has not established an asking price for the shelters and will not provide assistance with assessment, transportation, installation, or ongoing operations. The awarded organization is responsible for all transportation costs from the current storage facility operated by T&T Truck & Crane Service in Ventura, California, to the organization's desired location. Current storage fees are $1,200 per month, and future storage coordination remains the responsibility of the awarded organization. The shelters are classified as modular non-congregate shelter units designed for interim housing for individuals experiencing homelessness, not as Accessory Dwelling Units. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposals, or risk disqualification.

NOTICE TO PROPOSERS
ADDENDUM NO. 1: Q&A
RFP No. CE-26-705 Connect Shelters for Purchase and Use
This addendum changes and supersedes the language in the original RFP. Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.
The City would like to remind Proposers that pursuant to Section 5.2.25 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.
The questions and answers are as follows:
1. Q: Please clarify the required quantities of the shelter units. Either it is 12 or 30 units?
A: There are 12 modular shelters total. Each shelter measures roughly 10’x10’ and is divided into either 2 or 3 single-occupancy units, for a total of 33 units. Please see Appendix 1 for more detailed Room Diagrams and Appendix 2 for Visual Examples of the shelters and units.
2. Q: Are the modulars going to be sold to the biggest bidder?
A: Not necessarily. The City may award to the highest scoring proposer or proposers. See RPR Section 3.2 Evaluation Criteria for more information.
3. Q: Are the modulars being sold individually or do all 12 modular units need to be purchased together?
A: The City prefers to award to a single organization but is open to awarding to multiple organizations, depending on what is proposed.
4. Q: What is the City’s asking price?
Addendum No. 1 RFP CE-26-705
A: The City does not currently have an asking price. The City will award to the highest scoring proposer or proposers. See RPR Section 3.2 Evaluation Criteria for more information.
5. Q: Will the City help with transportation or storage? Will current storage facility match storage price given to the City with the new buyer?
A: As stated in “Section 2.1 Description of Services,” the Awarded Organization shall be responsible for the complete transportation of all awarded units from the current storage facility to the Awarded Organization’s desired location. The City does not have funds to assist with assessment, transportation, installation, or ongoing operations for the units.
The units are currently being stored with T&T Truck & Crane Service, of Ventura, CA. Website: https://www.truckandcrane.com/. Future storage, if desired, is the responsibility of the Awarded Organization to coordinate. The City will not assist in storage coordination.
6. Q: Is this not an ADU?
A: These are not Accessory Dwelling Units (ADUs). These are modular non-congregate shelter units designed to be interim housing or shelters for individuals experiencing homelessness.
7. Q: What are the current storage fees?
A: $1,200 per month.
