About this file

This document is the Local Preference Program attachment for the City of Long Beach solicitation process. It outlines the preferential scoring mechanism available to local businesses participating in competitive bidding for city contracts.

The City of Long Beach grants five extra credit percentage points to all businesses that qualify as local, defined as companies maintaining their principal place of business in a fixed location within the city limits and possessing a current City of Long Beach business license and seller's permit if applicable. An additional five percentage points are awarded to local businesses operating from a brick and mortar, commercial, or non-residential location, providing a potential total of ten points of preference for qualifying entities. To claim this preference, bidders must certify their eligibility by selecting "yes" on the form and submit copies of their current business license and seller's permit showing a place of business within the city limits. Bidders must also indicate whether their licensed business address is a brick and mortar/commercial/non-residential location or a residential location. The section requires bidders to provide their business license number, seller's permit number, and business address. Failure to select either "yes" or "no" regarding local preference eligibility will result in incomplete bid submissions.
