About this opportunity
The Housing Authority of Monroe County (HAMC), located in Stroudsburg, Pennsylvania, is issuing a Request for Proposals (RFP) for architectural and engineering consulting services to support affordable housing development and revitalization projects. This procurement seeks qualified consultants to provide comprehensive design and engineering services across six project phases: Schematic Design/Preliminary Study, Design Development, Bidding and Construction Documents, Bidding and Award, Construction, and Post Completion/Warranty. The scope of work encompasses site planning; structural, mechanical, electrical, and civil engineering; landscaping; cost estimating; and construction contract administration for HAMC's portfolio, which includes approximately 300 Low Income Public Housing units across 7 properties, 117 low-income housing tax credit properties across 3 properties, and administration of over 1,000 Housing Choice Voucher Program units. Respondents must be licensed and bonded in Pennsylvania, demonstrate comparable work experience, comply with continuing professional education requirements, and meet all nondiscrimination and equal employment opportunity standards. The RFP utilizes a 100-point evaluation system assessing Technical Competence and Methods (0-30 points), Narrative Response to RFP (0-25 points), Proposed Contract Price/Fee Schedule (0-25 points), Involvement of Small Business Enterprises, Minority Business Enterprises, Women-Owned Business Enterprises, and Section 3 businesses (0-15 points), and Community Service (0-5 points). Proposals must be submitted electronically via PennBid no later than April 30, 2026 at 10:00 a.m., with a deadline for submitting questions by April 10, 2026.
The contract term is three years commencing upon full execution, with two optional one-year renewal periods available by mutual written agreement. HAMC strongly encourages participation of Minority Business Enterprises (MBE), Women-Owned Business Enterprises (WBE), Disadvantaged Business Enterprises (DBE), and Section 3 businesses, with involvement in these categories weighted at 15 points within the evaluation criteria. Prior to award, the successful respondent must provide certificates of workers compensation insurance, general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and professional liability/errors and omissions coverage with identical limits. Compensation is based on hourly rate schedules for all engagement team members plus estimated travel costs and reimbursable expenses, with cost-plus percentage-based compensation explicitly prohibited. Invoices are submitted monthly with payment terms of net 30 days following receipt. The RFP documentation does not specify an anticipated award value or budget range, but respondents should contact the agency contact person, L.
