About this file

This is a Statement of Bidder's Qualifications form issued by the Housing Authority of Monroe County (HAMC) in Pennsylvania for an architectural and engineering services procurement. The document requires bidders to provide comprehensive information regarding their firm's background, experience, financial status, and qualifications to perform professional services for HAMC's affordable housing portfolio, which includes approximately 300 Low Income Public Housing units across 7 properties, 117 low-income housing tax credit properties across 3 properties, and administration of over 1,000 Housing Choice Voucher Program units. The scope of work encompasses six project phases: Schematic Design/Preliminary Study, Design Development, Bidding and Construction Documents, Bidding and Award, Construction, and Post Completion/Warranty. Proposals must be submitted electronically via PennBid no later than April 30, 2026 at 10:00 a.m., with questions due by April 10, 2026. The contract term is three years commencing upon full execution, with two optional one-year renewal periods available by mutual written agreement.

Bidders must be licensed and bonded in Pennsylvania and complete all sections of the Statement of Qualifications with their bid submittal, including a financial statement no more than sixty days old. The document requires detailed disclosure of contracts on hand, experience with similar construction work, major equipment available, personnel background and experience, and credit availability. Bidders must authorize the Housing Authority to verify all information provided and may submit their financial statement in a sealed envelope, which will only be opened if their bid is determined to be the lowest responsible bid. Prior to award, the successful respondent must provide certificates of workers compensation insurance, general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, and professional liability/errors and omissions coverage with identical limits. Compensation is based on hourly rate schedules for all engagement team members plus estimated travel costs and reimbursable expenses, with cost-plus percentage-based compensation explicitly prohibited. The RFP evaluation utilizes a 100-point scoring system assessing technical competence, narrative response, proposed pricing, involvement of small and minority business enterprises, and community service, with 15 points allocated for involvement of Minority Business Enterprises, Women-Owned Business Enterprises, Disadvantaged Business Enterprises, and Section 3 businesses.
